Check fender bolts are tight, remove all balance weights and try again.

I had an Ironhead did this when I bought it and it just needed a few bolts in the fender mounts to pull it back into line :-)

Not at all, the fender acts as a fork brace.

Try tightening your riser clamps. I had a shovel that my risers came loose, wasn't visible to the eye but was able to tighten and same problem your having went away

Yep. Tapped on all of them and they all sounded exactly the same.

Wouldn't hurt to check the pinchbolts on the lower tree.
