was getting oil past my rings so you can imagine the buildup

Spray throttle plate cleaner will work well. You could send them out and get them "cooked" but if they are black the color may either come off or get discolored.

I had great luck with my small ultrasonic cleaner (I got it from Harbor Freight to use on gun parts) and warm water / dawn dish soap. small wire brush to work on the tough stuff (after its soaked)

(in all seriousness, a lot of gun cleaners work REALLY well to soften up carbon)

While the heads are off you might as well replace the valve seals and grind the valves anyway.

Could this happen if the rings were aligned? They're supposed to be set at 0, 120 and 240 (degrees) right?

If the build up is carbon...simply soak them in plain water over night...next day you can scrape it off with a wooden stick...like a popsicle stick.
