Default Passing Lamp Issue

Ok question. I had posted a while ago, and sorry I didn't update, but my 99 Heritage primary leak is good to go now. All seals replaced. The primary chain inspection cover is seeping a bit, but Ill take care of that in time. Thanks for the advice on that one, y'all were dead on.

Have another ongoing issue. My passing lamps occasionally cycle off. First it was intermittent, then seems to be after the bike is warmed up. Now, did have to replace a headlamp bulb, and a turn signal bulb. Also we replaced the CB under the seat. Thought we had it. Was good for a couple weeks. Then went off again tonight. Not sure if it is related, but last time I rode, I noticed that both fender lights (Front and Back) were blown. Replaced them. Thought it was odd because I had just replaced em not long ago. Could this be related?

Any thoughts are appreciated.
