What voltage are you getting at the green wire on the starter?

You might want to check out the adding a relay sticky.

Start by charging the battery, to ensure it is actually fully charged. Don't assume that because it is new it is in peak condition! Clean the terminals on both ends of the main battery cables, also the wiring to the starter relay, so the main starter circuit is clean and terminals are tight.

Check EVERY ground. When you think you checked them all, find the ones you missed.

I would grab a multimeter and start testing everything in the circuit. Sometimes those starter relays get corroded and need to be replaced. That could cause inadequate. Someone else mentioned grounding issues. Never hurts to add extra grounding or replace questionable looking ground wires. Sometimes you can take them loose and use a wire wheel on a drill to clean it up. If you have full voltage at the starter and the solenoid is working then you may need a new starter. The Hitachi style starter is way easier to change out that the newer starter with the reduction gear. I know your bike has the older style clutch cable like on the shovel heads. I don't know if that means a clearance issue or not for getting the starter out/in.
