If the commutator is in bad shape it might still be repaired by chucking the rotor up in a lathe and taking a cut on it. Then clean the gap between the commutator sections with a hacksaw blade or a thin file.
I suppose some folks have used drill motors or drill presses to spin the rotor while cleaning up the commutator with strips of emery cloth. I am not recommending it, but I'd bet it's been done.
I think the Hitachi starter is a good unit, well worth trying to repair.
If the copper is not too worn down on the commutator, a good scrub with a green Scotchbrite pad until it is a nice shiney copper color is all it needs.
Emery paper and sand paper can leave abrasive particles embedded in the copper, which can lead to rapid brush wear.
But lots of guys use emery paper and seem to find it ok. No need to spin the rotor to use it, just rub by hand. All you are doing is removing a thin layer of corrosion.
Doesn't appear that this is going to be a winter that I drive in much, and it's currently too cold to work in the garage, so I'll let my ride sleep on the tender for a bit.
Appears that a general connector clean-up will be a good start, then run it a bit and see if a little more TLC to my factory starter is called for.
