Step one I'd check the throttle cables it may feel like it's adjusted correctly but if it's not adjusted to have the WOT at the stop you'd experience what you're describing. You think you'd notice right away but you still get full range of throttle grip motion and in low gears there's adequate low end power to make you not notice.
