I have a 95 electra w/ evo and cv carb. Set idle @1000 to1050 hot. Go for a ride, stop, it hangs around 1300. Did this before top end rebuild and after. Have checked for vac. leak. cables binding, slider and needle, re-adjusted idle mix jet many times. Rejetted slow jet to a 45, thought it might be lean, no fix. If you cut it off, then crank back, it idles right. But as soon as you rev it up it won 't come back down. Any suggestions? If I set idle down between 600 to 700 works better but still will hang at times.
Don't know if you have lubed the cable recently, next time it does it check the cable connection at the carb and see if you can pull it any with some needle nose, if so then cable is hanging up.

What I would do is take/leave the A/C off and check it. Get it to where it idles high and then manually work the linkage to see if you can get it to idle back down. If it does reset to normal then you know it's a physical issue. Among the possibilities there are linkage, throttle barrel, and a worn shaft or linkage on the carb itself.
How is the adjustment of your throttle cables? If that is good you may try disconnecting the cables from the carb and see how the idle works, if the idle turns to what you have set then probly one of the cables is worn. You do have a return cable which should pull the throttle closed, I would look at cable adjustment and the linkage on the carb.
I had the same problem. I had alot of slop in my throttle. I adjustedboth cables and solved it. Only problem I have know is it seemsa little more cold natured. It also doesnt idle as high when it is choked.
Thanks for the replies. I've tried all the suggestions before with no success. Have barrowed a carb that is known to be good to make sure I'm looking in the right place(in the carb). I'll let you know what I find out. Thanks again.
