I too had the dealer pushing to sell me a race tuner with the Stage 1 Air Cleaner upgrade with minimum investment of $775 in addition to the air cleaner parts. All I wanted to do was change the mufflers to Screamin Eagle slash out and upgrade within Harley Davidson specs. Since I couldn't get a straight answer, I called HD customer service who conferenced in the dealer and they immediately changed their tune.

Conclusion: the slip on mufflers alone do not require any additional software, but the Stage 1 Air Cleaner kit does require a ECM download which was quoted at $150. The cleaner kit itself is $149 and the mufflers are $299, so the total will be about $600 and I estimate another $200 for labor. Thus, the call to Harley probably saved me $1,500 based upon the dealers original plan for race tuner, dyno, pipes, air cleaner, etc. along with the related labor. By the way, my bike is an 2008 FXDC Anniversary.
