Are you sure 1000 is too high ?
The Harley-Davidson engine oiling systems needs 700 RPMs or greater to deliver proper lubrication

Probably between 900 and 1000 would be ideal for your carbed motor.
1000 to 1050 on a warm EFI motor. (1500-1600 cold)

no I'm not really sure I haven't recieved my service manual, so I'm not sure but it does sound high compared to my sportster. and the throttle adjustment seems out far.

1k rpm is just right for an EVO oil pump.Take that carb apart and soak it/clean it.
