tank peeling

tank peeling
bought a tank for my wifes Heritage and it has a very little surface rust in it but it is also peeling , like a gray paint , is this the sealer or some thing else that has been put in it to try to seal it or cover up and stop the rust , another thing is if I clean it out do I need to reseal it , read on here someplace that the tanks on the new bikes are not sealed any more because of the methanol in the gas peels the liner , need help do not know if i am going to repaint the tank or not
