Modern oils do fine down to about 0*. Below that can get a little tough.

Most wear does happen during start up. But 30* isn't much differant that 60*; so that's really a non-issue.

A good engine heater would heat the oil, not the cylinders. I don't see any easy way to do that with off the shelf parts.

You could park an electric oil immersion heater next to the bike, and cover both with a blanket.

But really, you're worrying over nothing. Use the right oil for the temperature range, and all will be well.
