I always try to get the seller to name a price. Thinking I might offer too much.

I asked him what he wanted. He said $12,500.00. I said $7,500.00 and thats when things started to go south.
I would negotiate and say 9K plus rebuild the other carburetor. Tell him you plan on driving it and not just letting it set.
I would also tell him it will take about 3K in parts and additional labor to make it safe to ride (tires, brakes, tank cleaning, making sure the bearings are good and greased) along with not knowing any hidden issues.

Yeah $7500 is real lowball on that, oh well. Been a stripped unit without all the rare stuff you'd been ballpark, was a LOT of extra's on that machine.
I asked if he'd come down off his price and he said "no way". He knew I was coming to look at it and didn't even bother to charge the battery so I could at least hear it run. He seemed to be stuck on the fact that it has the lights, siren and it was a Cleveland PD unit until 83. No rear brakes (master cylinder isn't even there) and no return spring on the pedal. He also said it's leaking oil but he doesn't know from where. I don't think he really wants to sell it. Said he likes just going into the garage and looking at it. When I offered to show him the research I did that brought me to my offer he said he didn't need to see it because he knows what it's worth. I would like to have it but don't have to have it.

Junk everywhere and the bikes aren't cared for.
