Engine number on HD 1943

You're welcome. Two-hole bracket for the clutch cable tube indicates 41–46.
Left axle clip die number 3 indicates 41 or maybe 42.
R-H axle clip die number 3 suggests 41 or 42.
Steering head die number (if 6) indicates 42.
Therefore I think the frame may be a 42 model.
The crankcases suggest the engine is a 43 model but the authorities may not accept the BNs as proof of that. Instead they may want an authentic Harley engine number but there isn’t one. And we still don’t know for certain when that engine was first used in that frame.

Logic may not apply to the Italian government but I would think the date stamped on the belly of the engine and casting dates would be enough to convince them its a 1943 model without getting into too much detail about the frame or anything else. You can provide other examples to them showing a belly number and a corresponding model year on the vin pads to help your case? Im under the assumption you're trying to get the bike titled as a 42 or 43 so the paper work matches as best it can to the year of the bike despite no vin?

In the USA for that vintage MC, the only numbers they will look at are on the motor, no one checks the frame. Following that logic, you can prove production year of the motor and therefore the bike.

Exactly, they know nothing and the more you tell them the deeper the hole you dig. Show them the dates on the engine and play dumb.
