Go to the blue bar above and click USER CP on the left.
Go down to SETTINGS AND OPTIONS
Then click on EDIT OPTIONS
There's a box MESSAGING AND NOTIFICATION
Check the box for ENABLE PRIVATE MESSAGING
It might not be checked.
I'm guessing you're clicking on the persons name, to open up a small window that has SEND A PRIVATE MESSAGE TO (their name).

I did as you said and no box to enable private messaging. Clicking on their name does not bring up the Send a Private Message window, hmmm.

I got curious and checked your profile. It says that you joined on 4-30 and today is only the 5th, so starting on the 1st, today would meet the 5 day requirement. I also clicked on COAC's name and I saw where I could send him a PM. I clicked on your name and it didn't show that option. My guess is that you just met your 5 day requirement and maybe if you give it a day or two more, you might be able to send your PM's. Hope this info works for you.
