Have to log on, then it won't show. Or add a script blocker to your browser, but then a lot of other stuff won't work either unless you give it permission, more effort than logging on once. That help popup is really annoying if all you want to do is see if a thread you're watching has any more posts before logging on. They should change it to just one popup per site visit, kill it or open another page and it's done; lot of other sites do that, all they need for first time visitors.

Need pop-up blocks on "all" electronic devices to clear these annoyances (PC. laptop, tablet, smartphone, etc.). Google w/ABP never fails me...plus, I run anti-malware & AV scans continuously.

This is the only commercial (I.e. supposed to be managed) site I get this crap on. Management had told me each of the many times I try to tell them that its not normal for a proper site, to get a pop up blocker. Which really means, well fix it when we get around to it, so in the mean time, mitigate it yourself.
They do eventually find the offending ad or malware, so when this comes back, seemingly monthly, I basically just stop visiting the site for a few days and they eventually fix the issue.
I'm almost exclusively mobile when visiting here and have been having good luck with Firefox + ublock origin add on. You might have to update the definitions in the addon occasionally but it works.
