Why doesn't the following link display the pdf file properly?

I'll add that it doesn't seem to work with the Edge browser. Works with Chrome browser. Does that mean the problem is with the Edge browser? I know the forum software seems to use code that rewrites links.
When I "Inspect" in the Edge browser and click on the link in the Inspect box, it will work.
