What's going on with "expired security certificates" and "security certificate errors"? I log in this morning and Explorer pops up these warnings when I try to enter some sites. Must not be just an Explorer issue, see the same errors with Chrome. I checked my security stuff, all seems up to date.
Are you trying to visit the sites with a secured URL starting with https:// because you'd get that error if the site does not have a certificate.
Or if you are visiting a site and they have a verified certificate but have links on the site that are not propery setup. The browser will detect that all items are not secure.
Also ditch Internet Explorer for a better browser like Chrome.

I discovered that my PC had decided it was year 2000 again -- corrected date and all is well.
As for Chrome vs Explorer -- I'm no power user, but do have Chrome on the PC, have played with it some, just haven't yet seen an overwhelming advantage.
Specifically with what sites? SSL Certificates are hosted on the servers that you're accessing...example...if you go to your banks website, or shopping at some online site like newegg...it's up to them to manage the certificates.
You could have picked up a "gray-ish" browser toolbar/add-in/bho (browser helper object)...which is causing your browser to give you some quirks. May want to scan with a good free ad/spyware scanner like MalwareBytes.
