The maximum size of your custom image should not exceed 700 by 300 pixels or 9.8 KB (whichever is smaller).
I checked your settings.
First go to User CP. Choose Edit Options and scroll down to Miscellaneous Options.
Now set Message Editor Interface to Enhanced Interface Full WYSIWYG Editing and click Save Changes.
Now retry to upload new sig pic.....
