Use Mercury browser on your iPad. It has Ad block and a popup blocker, been using it for years.

A lot of Ads you get are being placed on your screen via the browser you are using and are not really coming from any advertisements embedded into the site you are visiting. Based on your vieiwing history and usage, cookies are employed to decide which ad it will throw your way.
Also, a lot of sites you visit will place cookies in your browser folders and some sites are notorious for shenanigans.
