Looking for a little bit lower ride height even after my seat mods, I know legends is top of the line, however would a set of 12 inch take off shocks from a newer special (whenever they went to the **** adjustment) be an upgrade or do I just need to deal with what I have until I could afford the legends?

Wait until you can afford aftermarket shocks. They new adjuster shocks on the turning are just okay IMO, but not as good as aftermarket. I just got a set of Progressive 490s that are 13", when sitting on the bike its 12". Still testing them, but vast improvement from the stock shocks and only about $120 more ($679). Legends are $925. I went with a shock that you can adjust rebound (no adjustable rebound on stock shocks).
Watch the forum and eBay for take off 12" shocks both air and new style. Air can be found for less than $100 and the newer style at $200 or less. Then save for higher end shocks. You should be able to resell what you bought for near purchase price. Now you get the lower rider while saving for a better set.

I put 12" Progressive 444 shocks on my '04 Road King this spring and could not believe the difference in the ride and handling of the bike. Of course I have an affliction called "gear acquisition syndrome" and ended up trading the Road King in on an almost new Ultra Classic, but not before removing the expensive Progressive 444's and reinstalled the original air shocks.
Those almost new shocks are now in the Classified section of this forum in case anyone with a '98 to '08 touring bike wants to get a good deal on them with free shipping.
