Default 98 ultra shorter shocks

I put a lowering kit on my 98 ultra that could lower either 1 1/2 or 2 1/2 inches and went with the 2 1/2 initially. I had factory 13" air shocks on and noticed the bottom bolt of the shock was rubbing on the inside of my saddle bags. I took the air shocks off and replaced with 13" sportster shocks (mistake - bottom out too easy) and then put the air shocks back on and moved to the 1 1/2 " hole. This stopped the rubbing, but I really enjoyed the lower saddle height. Is there a 11" or 12" shock (air or not) that I could use that would allow me to have the lower seat and still have good suspension?

My 2000 EG Standard has 11" shocks on it. They look like they are harley as they are air shocks like the stock ones. Not sure because they were on the bike when I bought it.
