Mine do it also. I got a bushing rebuild kit that worked. I also noticed that the top bolt hole that holds the caliper on the fork has play in as well.
(1998 FLSTC) I'm having the same problem. The pads look good, bolts are tight and I'm wondering if the assembly is missing an anit-vib clip or something.
