The cage that caused it and is at fault, but from what I read was not actually hit in the incident. Unless there were good witnesses looks like the OP is out of luck. Hope your doing well and the bike can be fixed .
How can it be a hit & run if the OP caused the accident by going too fast for conditions and locking up the brakes?
Sounds like the cage violated the OP's right of way by pulling out in front of him. OP attempted to avoid collision by applying brakes and went down. OP then impacted the side of the cage. Cage is the cause of the collision.

Ha ha ha that's what I always say when I hear people say "they laid it down". Nobody lays it down on purpose, what they mean was they locked up the rear brake and crashed the bike. Then, rather than admit their mistake, they make up some story about how they "had to lay it down". ha ha, so funny.
I don't think the driver of the automobile would be considered at fault. But even still, although the car may not have been the cause of the accident, by law they mustn't flee the scene of one. They'll get charged for fleeing the scene of an accident.
