As you can see there's paint on there which rubbed right off with freeking alcohol!<br/>

Wow....nobody here have a clue? I thought this was the place for answers to tough questions?

Well I sent a pic and a letter to the mo co. We'll see what they have to say or IF they even respond.

Exactly what I want to do but just to touch up this area. Which is why I need to know exactly what paint they used when this was produced.

You can try some stuff called (Back to Black)
I've had good results with it

Possibly flat black rustoleum. I think the camp black is better. Might be close?

I would check out the automotive touchup/trim paint stuff they sell at various large chain stores. It looks an awful lot the plastic trim paint I use on my truck, which is krylon fusion black. Wally world should have something that matches.
