What I do when I'm looking for fitment references is I find the part that fits my application.
Then I find the donor part and compare the part numbers.
If the parts numbers are the same then they are compatible.
More specifically to you question:
Go to the Harley site and look up a replacement wheel for a 2003 Fatboy.
Then under the "Fitment" tab see if the 2007 donor bike is listed.
If it's listed then the wheel from the 2007 donor bike will fit the 2003.
