I didn't know Wilmington had a rally, but I've been to Wilmington and the Outer Banks. Blackbeard was caught and beheaded on the Outer Banks, and wild horses roam around the beach somewhere there, and its just a pretty place. I'd like to ride around there for a few days. Supposedly there is a nude beach there...on one of the islands.

I lived in Wilmington for seven years and never saw anything about a rally there but that was in the 90s. However, there is the Outer Banks Bike Week that is held in Nags Head every April if I recall. I believe they have a rally in Sept as well. Never been so can't say anything about it. Check out http://www.outerbankshd.com. I think they are the organizers.
I can say Hwy 12 from Ocracoke to Nags Head and that's a great ride. As Knutson said, there are wild ponies at Ocracoke. Not familiar with any nude beaches, however.
