Harley did sell a lock kit for the leather Tour Pak but I'm not sure if they still do.
I've never seen anyone with it, probably due to the price tag which was around $200.
If you google "leather tour pak lock" you'll see various custom options that people have done.
As for me I have the older version where-as it doesn't have a quick release buckles.
I just put a small padlock through the strap and latch assembly.
Of course anyone with a sharp knife can just cut the strap and open the pak.
I've thought about putting a small lock box in my tour pak, but I've never had anyone mess with it nor do I typically keep anything in there of value.
