If you just focus on the back wheel in relation to the fender it becomes even more obvious to me. In this photo it looks like the fender is nearly rubbing the wheel on the right and far off on the left side.
Thanks for the tip on loosening the bolts on the fender. I'm hoping it is something simple like that.
Just looked at a bagger without bags. Basically the same fender strut setup as a softail. I bet if you loosen the strut bolts and **** the fender and then retighten your problem will be solved

Good idea. It centered my tire and straightened the bags. Also when I fixed this I noticed the true duals were uneven. Lossened the brackets and adjusted until even. All straight now.
