You can find boots with extra caps on them as well if you are shifting with your toes. You can also find plenty of boots with a shifter pad on them as well.
I just ordered a custom pair of Wesco's, but have to wait until February to get them.
Having bad knees, hips, and ankles, I try to minimize as much weight on my feet as possible. Having worn steel toes at work for 17+ years, I am tired of them, but to answer you question, yes they will stop the toe from falling.

For sheer comfort, class, style and kick-*** looks nothing surpasses a pair of twenty year old beat-to-death Lucchese ropers. Resoled so many times the count is lost, leather uppers cracked open and scuffed beyond repair, they fit like a leather glove and stains from opponent's blood just adds their appeal. Better just walk away.
