The owner of one of the local dealers has a personal collection that includes bikes that have never been ridden.

Back in the boom years, more than a few bikes were purchased solely as ornaments.

Some may be for the above reasons but it's life, things change, it's all about priorities.

The previous bike I bought, prior to my current one. It was 9 years old, less than 500 miles on the clock, came with a new seat, pipes, mirrors, air filters, etc., all loose, in boxes as the bike was all stock.

The guy bought it to ride, had plans for it, then had a job relocation/contract from NJ to Alaska, to work on an oil ship of some sort. Meanwhile his family was still in NJ and the bike stood in the garage. His visits home were few, the money was good and every time the job contract would be at the end, they would renew it. So every time he thought to go home and ride it, it would get pushed. Finally he had 4 weeks off back home and realized how long it sat there, so he sold it. I put it on a trailer to bring it home.

How well did it run in the beginning? What did you do to it to tune it up? Any issues?

We read the posts about potential issues: rotten gaskets, rotted tires, stale fluids but this is a real example. Maybe the engine/trans won't leak. 2 new tired and fresh liquids and it's ready to go?
When I bought my 2000 SERG new in 2000, the dealer told me that somebody had bought the other SERG he had, took it home on a trailer, set it on a lift in his garage, pulled the battery, covered it up for storage. Never even started it, let alone rode it. But, he did have other bikes to ride, besides enough money that he could afford to keep the SERG for an investment. Don't know if that worked out for him.

Not extremely low miles like the bike in the OP's post, but I bought a 13 year old Roadglide that had only 14,000 miles on it. I put new tires on it and have put 35,000 miles on it since with no leaks or other problems from age or lack of use.

The owner bought the Fat Boy as an investment. We all know how that turned out.

Isn't he showing a picture of the trip meter? My RK odometer reading isn't carried out to one decimal point. I'm wondering if he even knows how to check the actual mileage.

On CL it happens a lot. One of the funnier goofs was the guy who called his bike a Fay Boy. Another was selling a custom "bopper".
Speaking of them, here's one. It's a 1999 Fat Boy with 500 miles: http://philadelphia.craigslist.org/mcy/5522215724.html
