Low Mileage Record?
Some may be for the above reasons but it's life, things change, it's all about priorities.
The previous bike I bought, prior to my current one. It was 9 years old, less than 500 miles on the clock, came with a new seat, pipes, mirrors, air filters, etc., all loose, in boxes as the bike was all stock.
The guy bought it to ride, had plans for it, then had a job relocation/contract from NJ to Alaska, to work on an oil ship of some sort. Meanwhile his family was still in NJ and the bike stood in the garage. His visits home were few, the money was good and every time the job contract would be at the end, they would renew it. So every time he thought to go home and ride it, it would get pushed. Finally he had 4 weeks off back home and realized how long it sat there, so he sold it. I put it on a trailer to bring it home.
We read the posts about potential issues: rotten gaskets, rotted tires, stale fluids but this is a real example. Maybe the engine/trans won't leak. 2 new tired and fresh liquids and it's ready to go?
Not extremely low miles like the bike in the OP's post, but I bought a 13 year old Roadglide that had only 14,000 miles on it. I put new tires on it and have put 35,000 miles on it since with no leaks or other problems from age or lack of use.

Speaking of them, here's one. It's a 1999 Fat Boy with 500 miles: http://philadelphia.craigslist.org/mcy/5522215724.html
