You may not want to spend it but a "good vest" will cost around $150 without that stupid bar and shield stamp of approval.
Sunderhill mentioned Fox Creek, they make real good stuff. A Langlitz goatskin would be the best out there but at a heart stopping price.
Those $30 -50 vests are Pakistani water buffalo and you will know it in the rain or crash.

I have a Fox Creek Vest. Extremely nice! Whenever I've had a patch added the person (different folks at different times and locations) sewing it on almost always comments on the quality. They're not cheap: $117 to $235 but well worth it. https://www.foxcreekleather.com/men/...eatured&page=1
I also picked up a vest at our local monthly swap meet. http://www.socalcycleswapmeet.com/ I think I paid something like $39 for it. It's functional, but it's no where near what my Fox Creek Vest is.
