Tell you what slick, no one here has offered themselves up as an "expert". It has been a "suggestion" of worth based upon an " interesting" title and a single pic.
So, since you are so sure that a "pan that looks that good" with a "clean title" is worth at least the amount you have stated based on that information, offer up what she believes it might be worth.

I wonder if a previous owner somewhere down the line was asked by a clerk what model the bike was and they said Roadster, hense the RDST model on the title.

Very possible. That Oklahoma title looks just like a Tennessee title. Here the clerk will ask you what model the bike is. They put down whatever you say up to 4 characters.

California used "blue tags" on bikes that were considered "special construction" bikes. This could be done for several reasons. The metal tag was affixed to both the motor and frame. And the year of the bike was then the year the tag was affixed. Not sure what year it started but it did not exist in 1949.
If you google "VIN DRF" you will find that they are very common, and not just on bikes...evidently it was done by California Department of Revenue before they started doing "blue tags"
