A 4 year old used bike that has been in an accident worth a cash value of over 30 thousand. Lol. Tell the insurance company you'll sell it to them for 20. This has got to be a joke. If I were buying private or from a dealer and they started talking about value of add ons I would laugh and walk away. Add ons are a loss if your talking resale. that is why people keep take offs and then reinstall them before trade or sale.
I would like help from members to help determine the diminished value on a HD. The bike has been appraised at $30,000. It was involved in a wreck. The repairs were $9000.
I wonder what anyone would offer for this bike after repairs. Only new HD parts were used.

A case in point: I leased a 2015 Mercedes E 350 for my wife.. The lease was for two years and in that time my wife was hit head on by some kid in a pick up. He did around $9000 in damage to the car that his insurance company took care of. At the end of the two year lease I returned the car with around 10K miles on it. Because of the low miles the dealer planned to detail the car and put it on their showroom floor for a quick sale but when the "Car Fax" report came back they wholesaled the car to get rid of it.

I did a quick check online and it appears that Car Fax doesn't deal with motorcycles, at least to any meaningful extent. Might want to check this out, though:
The bike is worth exactly what someone is willing to give for it. As you can see so many opinions, but the bottom line is if your buying it is worth what your willing to give , if your selling it is worth what the buyer is willing to give.
Carfax and any of the vin checking services are worth next to nothing. Incidents have to be reported in order to be available on these services. I knew of a bike which had been demolished and showed as clean. Buyer beware, ask lots of questions and use "professional skepticism" when buying.

I am not trying to get a professional DV experts opinion of what it would sell for, I want a bikers opinion of its post repair value.

I'd be at 6-7K, tops and that's if you could eat off it. With 9K of damage (even though it's "repaired") and my luck there's a very good possibility of "issues" and "issues" always cost money. All that said, I do buy bikes, but not to keep. You get a guy who wants to buy it and keep it, he might not feel the value is diminished at all. But that's gonna be one rare bird. A wrecked bike (even repaired) is always hard to sell, especially when clean ones are sitting in garages with no miles.

I bought a 7 year old CVO and i laid down in the rain 3 months later. 8000 insurance claim was paid. Saddle bag inner and outer fairing and tank replaced. Traded it in 3 years later, at 10 years old and got 500 less than i originally paid. FWIW
I have to echo many sentiments already stated here. Aftermarket add-ons mean nothing and that is why many take them off and try to recoup some money by selling separately. When you indicated that it was assessed at $30k, I was sure you were going to respond to my post that it was a 2016 CVO. A 2013 FLHTK is a plain old 4 year old touring bike that could be sold in good condition at $14k. Take $9k damages off that and you're left with $5k. Offering anything more that $5k would be absolutely insane.
