OP there is a reason why that frame was abandoned in a storage locker. Without a restamp (or Blue Tag) from the highway patrol, it will never be possible to register it. That VIN does not conform to US 17 digit VIN standards. Those standards were established in 1981. The VIN also does not conform to LEO visual standards due to the multiple double stamps.

i was thinking it may be a builders titled bike with the DR tag numbers stamped in it. in Missouri this is what they want, DR number on the new title and stamped two places on the frame.
