I think the "flashing lights tell me it's ok to turn in front of you" comes from some misguided understanding of old truckers code, where they flash the lights to let a truck passing it's clear to pull in. And people have morphed that into acceptance to do something stupid. JMHO
No. Flashing your high beams to an oncoming vehicle means "Dim your lights". Flashing your high beams to a vehicle waiting to enter your lane means "Go ahead". I've seen cops use that signal to tell me that it's okay to turn in front of them. If you want to get another driver's attention with your high beams, leave them on until that vehicle has passed.
