No. Flashing your high beams to an oncoming vehicle means "Dim your lights". Flashing your high beams to a vehicle waiting to enter your lane means "Go ahead". I've seen cops use that signal to tell me that it's okay to turn in front of them. If you want to get another driver's attention with your high beams, leave them on until that vehicle has passed.
