Default Engine running rich

I have a 1994 FLHTCU with an 80 in evo It's been down for a while so I took the carb off and had a Friend of a friend that supposedly worked in a Harley shop rebuild it . I reinstalled the carb it fired up and ran good . Noticed it was running rich you could smell raw gas and can notice some real light black smoke , Have adjusted on the mixture screw. Didn't seem to help still smoking black. If the float bowl is not adjusted properly could that cause it to run rich also ????

Short answer yes. If the floats out of adjustment it can run rich.

did he rebuild or just clean the carb, does it otherwise run good?

Yes if float level is high it will flood. It will be most noticeable at idle. But there could be other issues as well.

Idles spuraticly, other than that runs good just blows black smoke

This should help:

While you're in there, take a look at the main jet. Stock is almost always 165. A cam and head work can go up to about 180. It's stamped on there. If you're stock at 180, that will be on the rich side. AND...make sure the enrichener is disengaging all the way.
