You said you have the manual, then asked a question about a procedure clearly defined in said manual. If I was too assume anything, it would be you just wanted to start a thread for the sake of starting a thread. So, I'll post a picture of what the manual states, so you can re-read it.

Torque the axle nut first, then push and hold the fork slider while tightening the axle holder nuts. Don't over tighten those, the studs break easily. 132-180 INCH POUNDS
