Put it on a jack to get wheel off the ground and stick your hand up under fender and push up. Easier if u have a helper to slide the clip back on.

Not necessarily. My dealership has done several such small jobs for me (mostly as a product of my lack of time and/or ambition) and never charged me a cent for them. It's as much about being a good customer as it is about having a good dealership. If you want to get charged for every little thing, be a dick to/around the dealership. If not, act like a gentleman toward them, and they generally respond in like kind. In either case, predictable results are mostly guaranteed....

Coat hanger, straighten, poke it down through the hole kinda sideways like.
put the nut on, bend the hanger so the nut stays on,, pull it up, install the clip,, poke the hanger wire down again kinda sideways like and pull it out the bottom.
