Have you tried adjusting the clutch? Are you sure the ***** in the "ramp" were not displaced when you were messing with the cable at the transmission end?

No snow here. Inner and outer ramps replaced correct it. I had a couple of small metal like finger tabs in the housing cover when I took it off too release the clutch cable. Have not tried adjusting cable, issue occured with the clutch handle going flat. Thought cable had broke, could this be a possible clutch issue?

If there are "small metal like finger tabs" loose in the Primary Drive case, you should remove the cover and inspect the clutch and primary drive system. Buy a Harley Davidson Service Manual before putting a wrench to your bike.
