Default Not ANOTHER CHP VIN Verification Thread!

Sorry guys, had to do yet another one of these. Seems to be a hot topic. My situation is a bit more unique than a straight up VIN check, however.

Some of you may remember last years Cross Country Road Trip thread where I purchased a '92 FXRT, see here: https://www.hdforums.com/forum/gener...trip-time.html

Once I got the bike home I began the titling process. Took it to the DMV with all the paperwork (previous owner info, title, letter of authenticity from MoCo, customs paperwork acquired from the border-crossing, probably more too. its a big file.) DMV issued me registration, new plates and clean bill of health, so I thought. After I received the paperwork I began rehab on the bike and in doing so, found a crack in the engine case. I thought long and hard and pulled the trigger on an S&S V111 instead of new cases. I also put a baker 6-speed in there, new clutch, etc. etc.

THEN a letter from the DMV arrived saying I need to take the bike CHP for VIN Verification. I'm fairly confident that I will pass the theft history report. My concern is that the new engine might be flagged for CA emissions or fall under the dreaded 7500 mile rule. I'm still breaking in the motor, far from 7500!

I still have the old engine and transmission internals, altho the engine is merely a shell at this point. I also have the MSO from S&S.

Does anybody have any experience here trying to get a new build past CHP Inspection? Im wondering what the worst case scenario would be? Impound?

Heres how the bike sits in her current state:

The 7500 mile rule only applies to new vehicles purchased out of state by California residents.
Changing the engine has nothing to do with emissions, motorcycles are exempt from smog checks.
I am curious why you need a VIN verification, that should have been done before your were issued title, plates and registration in Ca.
It is possible your registration was flagged for some reason and the CHP wants to have another look.
Nothing to worry about during the inspection. Bring all your paperwork and the old cases with the engine number, just in case.
Nice bike BTW, I rode a '91 FXRTP for several years, best bike I ever had.
This is the form.

I have had a DMV call me a couple of times in my life for VIN Verification...and both times it was a typo in their system...which caused them to have the same VIN twice.

No offense but it sounds like you might be your own worst enemy here. My advise would be keep any and all answers with CHP short and sweat. If they ask how many miles tell them what the speedo says, not what is on your new motor. Ive been through a few VIN verifications and they have never looked at numbers from the motor, only check the vin on the neck vs the paperwork and then verified brake and lamps. Like mentioned above all of this should have been done before a title was issued as I always had to bring in chp paperwork to DMV before they would complete the process so Im not sure why you even need to do this now. You can bring the old cases with you but keep them in the car and don't bring them up at all unless they ask, which I seriously doubt, like I said short and sweat is how I live my life with any cops haha

Section 4 on DMV form 31 requires a verifier to look at the engine number.

therein lies the confusion , I was NOT issued a title, only registration and CA plates. The DMV inspected the bike and ran the VIN through Canadian database to verify. It was actually a lengthy process. Once they were satisfied my registration and plates arrived. Maybe a month later, a letter from DMV arrived saying CHP VIN verify is needed.

Ok, got it, someone at DMV dropped the ball by processing your registration without the verification. Just another hoop to jump through, I wouldn't fret over it.

Maybe I have just been "lucky" then or maybe CHP in my area are lazy but they have never check my motor's numbers before. Hell Ive had a couple fix it registration type tickets that were signed off in the CHP office without them going outside and looking haha

Scary when those lazy CHP officers are declaring under penalty of perjury they inspected your bike..
