May be a dumb question, but what's the padlock for?
Security feature. Lots of bikes had a bracket on the forks and another on the down tube. When you turned the forks full left, the brackets would line up and you drop the padlock through them. Makes it a bit harder to steal the bike; can't just push it away.

i know people suck, but why in the world would someone want a locked padlock that has no key? i would think that if someone stole it, that they were just f'king with you.
