It's about half the price of HD and looks to be the same thing without the bar&shield. So now I'm curious if it really is the same thing.
It looks the same to me and my guess is if its not the same it is a direct knock-off.

To me it’s simply common sense.
If things work out like I think they will in the next year or two that pad will cost $75 not $39.
The reason for the price increase is it will be made in the USA by a proud American not some 14 year Asian child.
When that happens I’ll be perfectly happy to pay the $75.
Until then though I'm also happy to pay the $39!!!
The ProPad has a mesh top that does the 'same' thing -prevents monkey butt and the irritation. I've found it works great and doesn't slide around on the seat. It also has a 'gel' pad the Circulator does not.
The Circulator....have heard good, but attaches to the seat funny - make sure you thoroughly research this before buying for your brand/shape of seat. I thought of throwing one on a seat I own but it would not fit the seat structure.

I have the Harley one and it does add comfort to the seat and does make the seat cooler in hot weather. My 2 cents is to stick with the Harley one because the quality has been proven to me to be exceptional.
I ride daily and short rides don’t effect me until I’m out all day or tank to tank then I feel the heat in my butt. I’m not into gimmicks. I have many long day long rides cross country. A buddy had one and swore by it. So he talked me into getting one. It works. Keeps you dry from sweating as the air can pass through. I now use it on all long trips or several hours trips when the temp is over 90°. There is a exact copy out there but I don’t know the brand. I have tried the biker shorts, gel pads, etc. this is the only thing that works on long runs for me.

I've had my Circulator (and back rest) seat pad for several years and it's great on long, hot trips!
Eliminates sweating (and Monkey Butt) and on rainy days I toss it in the tour pack as it takes up so little space.
I have used one of these for years. I will never ride without it. There is no comparison to a ride with and without it. It is 110% worth every penny I spend on it.
They are not cheap (priced like a Corbin) and you will probably have to send a pan. But I had one of these on a BMW K1600 GTL and it was ....unbelievable. So nice to ride with. However, it cannot be your only seat, because below 55 degrees it WILL freeze yer nuts off. That's how much air comes through it.
