That's just it though. The Virginia Commonwealth Governor is in effecta one term office, so there is no incentive to live up to campaign promises or even to benefit the citizens. He does what will benefit him when he leaves office.

The civil penalties are for Virginia residents only. But you can be sure the Barney Fifes(sp) will be out like Flies.

Please understand the injustice is just for VA folks who always have the option of leaving (as I did and moved to the People's Republic of Maryland)
Besides, we all have a choice not to break the law.
