Ive always used Easy-Off oven cleaner. Works like a charm and wont scratch or abrade the chrome. Just make sure you spray it on a cloth AWAY from your bike and apply it with the cloth. It will corrode anything made of aluminum almost instantly.
Once again I'm thoroughly impressed with another Harley product. I should have taken before and after photos! Oh well! I did a thorough cleaning the other day and decided that it was time to do something about the boot marks that have been accumulating for the past two years on my pipes. I guess that I didn't try to remove them sooner because I'd rather be riding than cleaning? Well, today's a rainy day and I happened to pass the dealer yesterday and I picked up a bottle of their Boot Mark Remover, WOW - JUST WOW!
I'm trying not to fall prey to "mods" with this bike, but I'm thinking that it might be time for some boot guards!
It's an old thread I know but I have to concur. WOW that stuff is amazing!! I have used it my bike pipes of course. But I have also used on two very minor traffic fender rubs. Two different people (different times, different vehicles) got into me because they couldn't stay in their own lane. Very minor dents but the boot cleaner removed all the extraneous paint and plastic left behind by the other vehicle.

Boot guards rule! One of my first mods whenever I get a new bike.
Add WD40 and it will quickly remove any and all stuff burned onto pipes. Again...make sure to use 0000 steel wool. Less grades will scratch. 0000 will actually polish chrome.
Make sure you clean off the WD-40 on the pipes or the WD-40 could burn into the chrome, use some Windex..
