Appears to be a heavy stem cap.
May effect wheel balance.
Trash them and replace with a HD logo'd plastic cap.

Polish the brass stem and replace the old nut with a new chrome one.
Then clean those wheels.

Or do nothing and have another whisky.

Seriously, its wheel balance issue to me.

Toss them away and get yourself some aluminum valve stem caps.

The weight reduction, when I made the switch, reduced my 1/4 mile time by 6 seconds.

Do not look like HD Valve Stem Caps, you may have voided your warranty.

https://www.harley-davidson.com/stor...-caps-41149-98 $14.95 cheap to keep your warranty in place - lol

I use that type you are using after some joker let the air out of my rear tire one time. Now I just use a little wrench to give them a turn so they are tight enough not to be removed by hand.

That's just the protection cap they use for transport. Your dealer should have removed them on your bike's arrival and installed Part Number 42300009, also known as Valve Stem Extender. That part is up for debate. MoCo hasn't given a clear Bulletin on how to install them. Some say they should be left wild and free, others say to zip tie them to the spokes on your rims.
