Installing Short Shots......
I ran Short Shots on my Super Glide with a K&N air filter and I didn't experience any noticeable loss in torque. Short Shots are pretty noisy though.

Other than the little dip at 2.5K, they don't look too shabby all the way up to 6K (anything beyond that for a stock motor doesn't really matter). I don't know if that 2.5K dip was an anomaly at the start of the run, or was real. Granted this wasn't a stock motor (see the link for details). It was however an apples to apples test comparison between the Patriot (which was HP's "standard" for various comparisons) and the Short Shots.
Should you do a tune? My recommendation is yes. Conventional wisdom says that if you only change one (either pipe or intake), that you don't need to re-tune. However, that is just CW, or a rule of thumb if you will. When you change components out in the system you alter the actual Volumetric Efficiencies (VEs), which results in creating error in the VE tables. A discussion could be had about pushing things beyond the margins of acceptable error and how the more error the more time it takes the system to correct it out etc., but that would make for an even longer winded post. You could do a DIY auto tune with tuners like V&H FP3 or a Power Vision (recommended). However, "auto tune" is a misnomer (marketing), in that it doesn't really tune your bike. All it does is calibrate the VE tables. That will help - if done correctly - to remove VE error mentioned above, but that doesn't constitute tuning. One can get into a long discussion about what does constitutes actual tuning, but I don't care to do so (and you may not either). Suffice it to say, the 2019s use the new tune calibrations that leverage the usable range of the narrow band 12mm O2 sensors (where the older calibrations and 18mm O2 sensors did not). So you may be fine - since we are talking about a stock motor - with just calibrating (via auto tune) the VE tables. You could always avail yourself of the The Dyno Room forum, or reach out to someplace like Fuel Moto, if you want to dig into it further.
