I just don't understand why when customers feel they have been wronged by a dealership, and they wan't to share that fact on this forum, they are so damned reluctant to share the details and the name of the dealership. Stop tip toeing around and lay it on us!
Like two others have said, they don't care. You would be more likely to find a Unicorn than to get Harley to help you with a dealer issue. If the dealership owner won't make you whole, hire a lawyer, provided it's worth pursuing.

Yes, if you want suggestions then we need more details and especially who you've spoken to at the dealership and whether you've got to the owner of the dealership yet.
The best way to deal with bad dealers is to not spend money there. If you did spend money and you were wronged as in your case, then get your lawyer to send them a letter threatening legal action. One thing that owners hate and listen to is having to deal with legal issues. They now have to pay their attorney, have their insurance go up and maybe take time off to go to court. It is better for them to just make things right, well, at least for those who care about their business.
If you feel very strong about your situation, then I encourage you to go this route, because as others have said, H-D corporate does not care about you or your experience. This isn't Tesla.

So, if you wanted to contact someone at Harley Davidson about an absolute train wreck of a dealer, who would you contact ? For reference, this dealer is located in Northern Virginia. Harley did send me a survey via e-mail, but this dealer is so completely inept in every facet of the business that I think someone a little higher up the food chain should be aware.

I can't speak for the OP, but the last survey I got after having service done at a local dealership came from harley-davidson@express.medallia.com, a third party.
Apparently, Medallia sends out satisfaction surveys for a number of large corporations. Whether or not the surveys are viewed by someone at H-D corporate, I can't say. However, I can confirm that the dealers see them. After I submitted mine with some not so flattering ratings and comments, I got a call from the service manager at the dealership wanting to know why I gave them the ratings I gave them.
