2007 road king head pipe ?
If you eliminate the cat you should retune, same if you change to a high flow air cleaner. If you simply add slipons, you likely do not need to retune. Although the twin cams engines ran on the lean side so you could benefit form a good tune regardless.

Either way, a new performance head pipe would require a retune, slipons with existing head pipe would not. A free flowing air cleaner would too, so if you are making changes to exhaust and air cleaner do both at the same time and retune once.

Back then it didn't matter if the speedometer was in miles per hour or if it had aftermarket pipes, you could get it registered in Canada.
I'm just guessing here but I think Harley Davidson Canada or actually Deeley who was the Canadian distributor at the time went crying to the government about lost sales due to the influx of cheap used American bikes and had them change the rules. Now the speedometer and odometer have to be in kilometers, the bike has to have the original exhaust and probably a few other things.
In addition to the cost of changing those parts over to meet Canadian standards you have to get your bike inspected before registration at a government approved facility. Again I'm not sure, but I thought the fee was something like $495, and the ridiculous part was the only place authorized to do these government inspections of imported bikes was Canadian Tire which is a national automotive/hardware/department store chain. You can't get the inspection done at motorcycle dealers. I guess they figured the added costs and inconvenience of importing an American bike would deter people from buying them
My 07 EG had a little over 5000 miles on it and my wife's 06 Sportster had a 184 miles lol.
