Default 2007 road king head pipe ?

Seller told me no catalytic converters. There is a factory download because SE pipes and high flow A/C. I want different pipes, do I need to retune. Will I need to classify the head pipe as decatted

Not sure I follow your questions correctly.

If you eliminate the cat you should retune, same if you change to a high flow air cleaner. If you simply add slipons, you likely do not need to retune. Although the twin cams engines ran on the lean side so you could benefit form a good tune regardless.

+, if you're going to add a different style exhaust set-up other than the one that's currently on the bike, you will need to re-tune the ECU.

Screamin Beagle is correct on the cat. That didn't start until 2010 to meet the new EPA standards for 2011.

Either way, a new performance head pipe would require a retune, slipons with existing head pipe would not. A free flowing air cleaner would too, so if you are making changes to exhaust and air cleaner do both at the same time and retune once.

I have an 07, it had a cat in the muffler, don't remember if both or just one side ( has 02 sensors). I ditched them and installed a set of take offs from a 2010 (cats were in head pipes by then)

The early cat equipped bikes only had a cat in the right muffler. I originally thought the 07's came with cats, but but after Screamin Beagle post, I searched the question several people suggested it was in 2010, but that may be incorrect. Regardless, removing the cat or installing slipons is often one of the first things people do their bikes anyway.

Well, you thought right, lol. I have no idea about California bikes though. Though I live in Canada, my bike is a 1HD, originally purchased at Cowboy Harley-Davidson in Austin not the 5HD models for sale outside the US.

Interesting that a bike from Austin, TX, which is about 90 miles from me, you have in Ottawa. Stay safe and warm.

My wife's bike is from Oklahoma, it's a 2006 Sportster. I think it was 2007, when there was a big market crash. People had bought houses and all kinds of toys and then couldn't pay for them. Canadian car dealers and motorcycle independents all along the hwy 401 corridor were snapping up repossessed bikes at auctions in the States and reselling them in Canada.

Back then it didn't matter if the speedometer was in miles per hour or if it had aftermarket pipes, you could get it registered in Canada.

I'm just guessing here but I think Harley Davidson Canada or actually Deeley who was the Canadian distributor at the time went crying to the government about lost sales due to the influx of cheap used American bikes and had them change the rules. Now the speedometer and odometer have to be in kilometers, the bike has to have the original exhaust and probably a few other things.

In addition to the cost of changing those parts over to meet Canadian standards you have to get your bike inspected before registration at a government approved facility. Again I'm not sure, but I thought the fee was something like $495, and the ridiculous part was the only place authorized to do these government inspections of imported bikes was Canadian Tire which is a national automotive/hardware/department store chain. You can't get the inspection done at motorcycle dealers. I guess they figured the added costs and inconvenience of importing an American bike would deter people from buying them

My 07 EG had a little over 5000 miles on it and my wife's 06 Sportster had a 184 miles lol.
