Enclosed trailer to store the bike in the storage lot.
Drive the jeep out to the trailer, park along side, unload bike and go for a ride, put bike back in trailer when done. If you need to bring the bike back to the house to work on it use the trailer.
Just wondering...Let's imagine a worse-case scenario where you're running Neighbor Hatter pipes and riding to and from your house/unit whenever you wanted. What actual recourse does an HOA have other than some hate mail or perhaps a petition? Anyone on here ever been at odds with an HOA?
Most HOA agreements have fines for non-compliance built into them. The last time I lived under an HOA was about 32 years ago. The covenants had fines for things like not picking up after your dog, or washing your car, parking in the wrong areas, ect.....
I would have to decline and not buy into that subdivision. Sorry I know it is not the answer that you were looking for.
That being said, I'm sure that there are ways to modify a golf cart to tow your bike to a suitable launching point.

I'm guessing that there would be a warning for the first offense followed by a fine for the second.
I typically put on 7k + a year, but now I work from home so no commute.

By the way, the only benefit to this would be that this is a private lake where my wife’s parents lived & where she grew up.
We will begin taking care of her handicapped brother full time, so if the opportunity to get a lakefront house for my wife to fish directly off our dock with her brother comes with the cost of me having to manage the bike issue, I’ll do it every time.

Ah, now it all comes into focus. If you have a garage with enough space, give some thought to modifying a golf cart (Battery power, no noise). all you really need to do is lock the front wheel into place, strap down the handle bars and you have a mini fifth wheel set up, you said its only 3 miles so at 5-10 MPH, it won't take to long and you can pull the entire rig into the garage.
Or, A front wheel docking clamp mounted on a one axle frame with small wheels and a hitch so you can tow it The whole thing would be just big enough to dock the front wheel of the bike into it, lock it down, strap down the handle bars and attach it to a hitch. It would have to be wide enough to maintain stability and keep the bike up right.

They actually have a built in tow hitch on them, they tow them around together on golf courses via tow bars.
Maybe Im missing something here. Why go to the expense and hassle of a tow vehicle and trailer, if hes allowed to park at a secured lot? I wouldnt want to leave my bike out in Wisconsin, but if allowed to cover it, it would be OK in SoCal.
Then he could just ride a bike or scooter to the lot. Or hitch a ride from his wife or neighbor.
I bet he wont be allowed to leave a trailer out. That would probably annoy the Stepford wives. So he will have to store a trailer in the garage.
