Drum brake spring washer hold down pliers.

Removes and installs shoe hold down springs. Push, twist, pop.

After looking through more responses, I see that I responded to ring expanders..... GalvTex said ring compressor.... I stand corrected. They could be ring compressor from a kit. But regardless, I'm still not sure!!! Larry may be right as well.... depending on the band that goes around the piston and rings, that could be the tool to compress rings.
